This site is for customers and partners of SAP. Not having a Service Marketplace userid puts you at a huge disadvantage if you expect to have a career in SAP consulting.
Assuming your company owns an SAP license, you can get a userid and a password from the superuser in your company who administers these accounts. It is usually a basis person.
Assuming that you are a consultant, and your company doesn't have a SAP licence (many smaller consulting companies do not) you can usually request an ID from your client.
